Bandwidth control in a VPN

Can someone tell me what is a good way to control the bandwidth being used in a VPN. Our main administrator is leary about setting up access for VPN due to the fact that all of us in the admin group have cable modems and don't want any of use to dominate the bandwidth. I have heard of some third party software that will control this but have not gotten any names as to which ones. Any help would be great. Thanks!
